Business Case

A major national health benefits plan provider initiated a program to move all Administration functionality off an existing legacy technology platform to a new Enterprise Architecture. The program is divided into projects: Benefit Plan, Enrolment, Finance, Reporting, Conversion, and Integration. Together, these projects will support the organization’s decision to decommission the legacy solution/technology and provide enhanced Administration functionality.

• To eliminate business risks associated with the current Administration System, due to the lack of legacy technology skills to support the old application.
• To provide application functionality to deliver products and services required by the user groups, government, and individual business units which are difficult or unviable to deliver on the current Administration System, due to system limitations.
• To support end-to-end organizational productivity improvements through system and process re-engineering. For example, many of the existing screens and buttons are not intuitive and have technical terms to refer to them. It requires lengthy training and experience before someone can become proficient.

The new administration application is expected to: eliminate redundant data entry, ensure data integrity, provide business process and workflow management efficiencies, provide automated notification, provide an audit trail, improve the user interface, and provide a stable platform for capturing information accurately.

Business Solution

ARC was engaged on this multi-year initiative to provide resources into several roles on this program of over 100 IT practitioners. ARC participated in all stages of the project life cycle from:

• Standards
• Design
• Solution Development
• Quality Assurance
• Integration Support

ARC’s team varied in size throughout the program ranging for 3 to 20 resources. An 11-person portion of the program was awarded directly to ARC to deliver remotely from ARC’s Edmonton Development Centre.

The technology architecture was SOA-based using Oracle 11G for the database environment, PL/SQL for the rules engine and Java/JDeveloper for the user interface.
